These are reflective stickers that you can put on your car wheels. They reflect light, so when a car's headlights hit them, or even streetlights, they will reflect that light and look like they are lighting up. I ordered these to put on the wheels of my stroller, which I sometimes take out in low light times of the day such as dawn or dusk. The stroller is kept indoors except for the times that I am using it outside. The stickers are made for car tires, so they were not a perfect fit for the stroller tires, but I was able to cut a couple of small triangles in the stickers to help them curve a little more to fit the stroller. I put the stickers on the wheels (the inside part of the tire) -- not the tires. The stickers only stayed on for about two days before they started to fall off. They didn't just peel in the corners, they came completely off. It may have been because I had to alter the stickers to make them fit, but I would have expected them to at least stay on for a little while. As to the other features listed, they are highly reflective, and they do seem to resist scratching. They are fairly inexpensive, so you might want to give them a try and see if they work for you.
